Fenders acting strange again

    This is driving me friggin' nuts. This happened with the Sunburst early in it's infancy and now the
    Pessima is doing it. The fenders pop out ridiculously even on a collision where they shouldn't.

    I have worked to stop this behavior and am not getting anywhere. Is this a breakgroup value?
    Anyone else annoyed by this?
