I can't say much as I have only played the game for 4 hours totals (as i write this) and all of those were pretty much in custom events. I also own dirt 3 (which I got for 3 bucks) so i do know the differences between the two. I think I only played half of the career in dirt 3 but i still played all the maps. Dirt 3 and dirt rally are different from each other in a lot of ways. While dirt 3 was broad in the number of motorsports it also had a few maps while dirt rally narrows it down to 3, rally, rallycross, and hillclimb. Dirt rally whomever has a few more maps (don't quote me on that as I might be wrong on that point) and it has an waay more detailed car setup menu. Here you have an larger range of tuning and more tuning options and stuff like for example the driveshaft can be edited further my changing how it acts off and on throttle. The game has an steam workshop were you can find car setups an ffb wheel setups. The game also has some neat tutorial videos about different techniques in rally like weight management and so on. I have also read that the career mode has no difficulty setting which is an important factor and the game also has online so i'd advice you to stay wary of using mods and probably don't have them installed online in case you get vac banned. TL;DR: I haven't played the game enough to give an definitive answer ata ll but the two games have some very big key differences. I suggest you look it up yourself for more precise and overall better info.
started to place some vegetation in transport fever (a bigger tree/bush brush mod) that's the old abandoned line
I swear Codemasters haven't improved the graphical quality or focused much care in making the bystanders look better or react to events since Colin Mcrae rally 2005. Just compare this screenshot of an bystander to an bystander in Colin Mcrae rally 2005. (this is even an preset camera angle in the replay mode.) Here's an example: (Not my pic. I have never had the game myself. I have only played my friends copy a few times).
