nah not really, its really a matter of my free time, if people choose 1 pack there will be less configs but all/most cars present, and if it would be split into 2 parts i will be able to release part 1 in late december with a lot of content and second pack a month/two after that

Also, Engines in SLRR has all internals-crankshafts, pistons, camshafts, etc. Gta:SA don't need such detalisation. Also, Gta SA modders love to steal meshes from SLRR.
