ill add a bit more to your message, 2101 was built together with 124 but a bit different to be cheaper and more durable, and 2103 was a successor of 2101. later models were actually revamped a bit.
This is a nice modpack, and I've been wanting something like it for years. The only problem I've found with version 1.1 after a lot of testing is that on some of the models with animated pedals, the clutch pedal is activated by the parking brake, despite there already being a handbrake in the center console.

Could we maybe have the ГАИ skins touched up on and a functioning milicja lightbar? The ГАИ skin is pretty uneven on the 2101 at the moment
im not saying about lightbars, but i re-draw most of skins that i made. And draw new skins. Like this

That only works with repository mods. Because this one uses GTA models and real brands, it will never be on the repo. So, unfortunately I don't believe this is possible.
Hello today i have start to create a new livery and i have do it but when i try to insert the palette for make the livery customizable the livery it allows me to change only one color and the stickers disappear (the palette file is right).
Bro, if u talk about 2-tone or colorable skins for ladaz i have a bad news for you - unfortunately its not possible to make colorable skins for them because of some reasons.
you can in fact, ladas are not different to any official cars in terms of that, im not good with skins so idk why it doesnt work for you.
I dont know exactly, but when i tried to make a colorable skins for ladaz it didn't work. Like car was starting using a second color pallete, not first. Im suspecting a textures(they are same with standard cars textures in big part, but different from standard cars texture) but may be im not right
