When I finished downloading the 0.19 update my antivirus software said it detected a virus in the BeamNG executable and it does so every time I try to start the game. I uninstalled the game and are currently reinstalling it.

I'm receiving an error from steam when I turn off realtime scanning for McAfee, stating as follows in verbatim
"An error occured while updating BeamNG.drive (missing executable) :

    C:\Program Files(x86)\Steam\steamapps\common\BeamNG.drive\BeamNG.drive.exe"

I looked in that location, and was unable to find a file of "BeamNG.drive.exe"

And yes, I get a different error when scanning is turned on, stating, again in verbatim,
"Failed to start process for BeamNG.drive :

"Insufficient system resources exist to complete the requested service." (0x5AA)"

I have added exceptions in my scanner for both "BeamNG.drive.x86.exe" and "BeamNG.drive.x64.exe," which has not fixed the problem

Do a file integrity check, and if that fails try a clean install

Reinstalling was pointless. Your antivirus moved the .exe file to quarantine. Should've just restored the executable from quarantine.

Sorry about that, I completely forgot about the possibility for that, but yeah, if it happens again, try find the file in quarantine.

check in quarantined items in mcafee, and if you see at least one beamng.drive.exe things, restore it (only restore one)
Then go to realtime scanning, then "excluded files," and chose that beamng.drive.exe file in the steam/steamapps/common/beamng.drive folder
    That should work

Throw away McAfee, simple as that. You're better off using Windows' built-in anti-virus and just not downloading dodgy stuff

100% the best thing to do, I had McAfee on my Laptop, its just bloatware that slows down your PC / Laptop, Windows Defender is good enough.

Windows built-in antimalware - Windows Defender - Is seriously good. It's all you need. This is why you don't download third-party antimalware.

    Besides that, best of luck.

Annoyingly since my PC was my father's office PC It has Norton Installed on it, and due to it being the main account i'm not allowed to delete it, but I can turn it onto "Silent Mode" which much improves performance.
