Connection to the server could not be established

I've been getting the "Connection to the server could not be established" error when trying to access the repositories to download mods. The error shows up on all three tabs.
It was on a fresh install with the firewall turned off, and the online features turned on. Verify integrity didn't result in any errors, mods donwloaded manually worked, and the error persisted regardless of how the game was launched(via steam, via the .exe with steam opened and closed), so I have no idea what's causing it.
The support ID is 74742.

 

Happens sometimes. Give it a little while.

Also, make sure your antivirus isn't blocking anything. I've seen that be the issue as well.

 

I tried again today, still no luck. Turning my antivirus and firewall off still doesn't fix it.
It's pretty weird since it instantly shows the "connection could not be established" error, it's like it doesn't even try to connect.

 

Do a complete reinstall of the game. I managed to replicate it yesterday, and reinstalling the game completely seemed to fix it. Just back up any mods you have.

 

I tried reinstalling a couple times in different days through steam but still no luck. Even manually deleting the folders didn't work.
