Well first off, you shouldn't start the engine while in gear, but that's not the point. You have to press the clutch in order to start the engine, otherwise the wheels are connected to the engine through the transmission and the engine starter works hard to move the whole car instead of just engine. I think you can go into your parents car and try to start the car on 3th gear without using the clutch. It simply won't go anywhere. And you probably already ruined the gearbox and the engine when you are trying to do that…
Try to drive a car IRL, it will give you slightly better idea how it works...but in short, the engine starter does have some limited torque just to start the cold engine disengaged from the transmission. Nope, I'm not gonna adjust the starter torque to make it start in gears Right, just prepare for the parents to be very mad Just to clarify, if you do press the clutch it should be fine, but going to neutral on the top of that is for safety reasons. And on the other hand, even if in neutral, it's good to press the clutch so that the starter doesn't need to fight against the whole transmission on the top of the engine itself. --- Post updated --- Well, typical Russian style driving experience might be veeery different from the rest of the world

Well then complain to the developers, because manual cars usually don't start in gears, what would be the purpose of that? The game isn't perfect but everyone's trying their best.
I just wonder why your mod's behaviour differ from in-game vehicle's behaviour? And is it ok for you or not? --- Post updated --- Because your mod within that conditions IS START ENGINE anyway but NOT OFF THE STARTER like in-game's vehicles, then started.
