AIControl UI App - Change of Behavior

When spawning in traffic in any map I like to change the "Risk" and "Mode" (speed limit) values of each car.
Recently I have noticed that the behavior of the AIControl app have changed in that when the cars reset the Mode value resets to Legal as seen in the pic. The Risk Value does not reset.
I believe it has done this since the addition of Legal as a mode.

Previously none of these values reset. This is now quite annoying because you have to change the value every time the vehicles re-spawn.
Is this supposed to be happening?
