    Ranger - Rancher

    Like the Ranger - Rancher can do just about anything ground base except high speed races and even then.

    Technically there's 4; there's also the FBI Truck, although it got cut before the game's release and never appears anywhere naturally. (It is still fully present in the game files though, and if you use trainers/save edits/etc to spawn it it works perfectly fine).
