Flatbeds like that are fairly common around the EU, often with dropsides though. It is a little small yes, but allows for a wider load than the D15 stock bed. Also being wood or bare unpainted metal you dont tend to care about getting it all scratched up. With sides raised they are often used for transporting things like gravel around, then you just drop the side down and shovel it out, and of course you can load/unload from the side in general. An old ford transit nicely showing off a flatbed (someone should do this as an H15 mod, its the closest equivalent vehicle in BeamNG already anyway).
Usually flatbeds that small with no drop sides will have a 5th wheel/gooseneck hookup for towing, and they won't really be used to carry or hold anything, but to tow. That's usually how I see flatbeds like that used, anyhow. Ot it was any bigger and/or had drop sides it'd be what six said, but that's too small to do anything worthwhile.
There is a Piaggio Porter going around with a bed like that in my town with missing dropsides (also 2 more with dropsides) Tiny vehicles. The bed area on that cant be much smaller than the D15, those things are really narrow. The one with missing dropsides I have seen driving around with a shipping pallet strapped down to the bed (and the load itself strapped to both pallet and bed).

Working on the model for a Daimler Ferret. I have not done very much, just the basic lower chassis/body shape. Plus a wheel. About to start work on the suspension.
