Seems like the speed chime measures absolute speed instead of wheel speed, thus when respawning the vehicle, the "absolute speed" goes very high at the instant, triggering the chime.
When you spawn your ae86 and have no texture despawn the car, spawn a different car then despawn the newly spawned car and spawn the ae86, works for me.
I have looked in the lua file and this may be true but the main culprit is that the "off" command does not work. I fixed this by simply lowering the volume but this means that the chime does not go away if you respawn the car when the chime is on.

He probably wants the hotfix 2 sounds. Make sure to take the entire soundconfig section and not just change the name because it will sound like trash if you only change the files it uses. I would do it myself but I am lacking time.
Yeah, I know, I have quite a lot of experience in modding engine sounds thank you very much, in fact, I did even make some sounds on this thread that I don't feel I'm getting credit for.
