Not being able to walk outside car, Engine always turns on despite Ignition&Engine being set to off

So in the newest update (with all the new cars and the new map), I've realized that when you click F to get out of the car, you cant walk around, jump, crouch, or basically do anything, and you can only get back in the car.
Second, when I have the Ignition & Engine off, it still instantly turns on when I click W or S.. I feel like it shouldn't do this when the Ignition is off?
I even disabled ALL mods to make sure it wasn't a mod causing it, but both problems still persisted.

 

Hey, sorry for the late reply, going outside of the car is fixed, but the other thing still persists, I dont know if thats an issue or thats how its supposed to be though.
