No, just an experimental prototype, which is the explanation for why the fenders block the doors from opening.

I know they were producted, I said concept-car "like".
The Mudmaster is an experimental product, like all the concept car existents (a concept car is obviously a experimental vehicule, because we experiment some builds, construction and design codes.) and the Wigeon has a particular design far from what a normal vehicle can have. This last one reminds me a little the Citroën Karin.

Another example about concept car like is about the Citroën C10. It was supposed to see the production, but was abandonned for the Ami 6. If this car was product, the design would be so different compare to the usuals cars that it will be considers as a concept car "like".

The 0.32 devblog stated there was an upcoming V8, which was found in the files: Update Speculation thread

Zoll put the textures on it: Update Speculation thread

It's probably a 4 stroke, which is a bummer but I'm sure sound files would've sucked to get: Update Speculation thread

Personally I'd plop down a pre-war car as a Bruckell, partially just because their roster needs to play catchup with Gavril and partially because I feel their "stick a massive engine into everything" style would fit hotrod culture better than Gavril's marginally more refined approach of "stick a massive supercharger on everything".

I'd love to see concept cars as a represented niche in game. Considering how the vintage racing branch of the career mode motorsports discipline sounds almost like a Gran Turismo 7 "love letter to car culture" idea, some "what could have been" cars would fit splendidly. While ground up concept cars would be a more difficult sell, the SP vehicles show that the team is at least willing to consider some more unique vehicles in game. As you mentioned, concept cars that borrow from production vehicles would be relatively easy to get in game... The team has done heavily modified versions of cars, such as the Civetta Dark Owl and all the racing superbuilds.

Some of the more interesting IRL examples of concepts/factory test beds would be the 2 door Range Rover that was actually a Defender test bed, the Ferrari Enzo with a stretched 348 body and LaFerrari with a stretched 458 body, Rolls Royce Phantom/Cullinan hybrid, Porsche 965 which was a 911 with a water-cooled V8, Chevy C8 Corvette with a Holden Ute body, the Prangler which was a Prowler test mule with a Wrangler passenger compartment, and the Impala SS/510 concept that had a 509ci big block instead of the later production car's detuned Corvette engine. That one is notable because the Bluebuck/Grand Marshall already follows the Impala lineage closely, so adding in a concept car predecessor to the Grand Marshall Roadsport would make sense.

The problem with really early cars is that they're not... fun. They're slow and fall apart and overheat. On very early cars, especially, there isn't a ton of possible configurations. There were huge differences between different brands' car models, but there weren't really any trim variances within the models.

Yeah, but it'd have to be more of a 1920s, '30s or even '40s car.

That as well, having concept cars reimagined as a viable car would be insane.
