I'd probably guess it gets the task done faster, since the CPU is using its full processing power. The developers are probably trying to get it out of everyone's way without interrupting their daily schedule, at the cost of battery power and noise levels.
The problem is their daily schedule should never be interrupted in the first place, most background tasks are completely unnecessary, the few necessary tasks should be run at low CPU %. Windows is getting more and more inefficient, if you completely debloat it then it won't have that amount of background tasks. An iconic example is compattelrunner.exe, the so-called "Compatibility Telemetry process", which benchmarks your computer behind your back and send the result to Microsoft. Microsoft doesn't care about your computer because its not them to pay your electricity bills(or computer repairs). Anyway I already migrated to Linux and I would recommend you to do the same. I know I’ve probably already mentioned stuff about YouTube but it’s getting worse They seem to have patched that thing where you can quickly press the back and forward buttons for your browser to skip the ad Then for the TV version (not YouTube TV, the TV version of normal YT)…they can do more than two ads. I’ve seen up to 6! 6 ads! And they can’t be skipped! Oh and they are maybe moving to server side ads, to block adblockers. But this also breaks the SponsorBlock extension, since videos are server side I believe. I’m calling it, this platform is going to die. We might as well call it AdTube at this point
