Well I haven't done this in a while for the blender part you gotta watch a tutorial, but basically in cycles you have find the bake function, then you make uv layers and smart uv wrap or just unwrap the faces, after that use the bake function, it will "bake" all the lighting onto the texture you're making (I think you can also properly bake lighting onto an existing texture if you have it applied in blender) For this to work the headlights themselves (so the beams) have to have enough emissive texture so you're happy w the look in cycles and also I recommend making the background pitch black so just the emissions give out light. In terms of beam you have to make separate textures for it ofc and those work like any other light they need the "off" "on" and "onintense" If you knew all this already I just spent 10 mins writing this but hope this helps
