This probably means that we will be able to use our own cars in career mode to race againts ai. As the biggest issue is balance around player vehicle, as you could overpower it, but this would solve the issue. We might have to use specific class cars for specific missions, maybe TDU style, or the ai / time will adjust based on the class. There is also the issue with car damage when entering or exiting the race, not sure whats the status on that. With double teasers this week, update next week is a posibility, as last update, we had an update right after the second teaser in the week, but it was the teaser nine day so it was probably unique.

It depends. A lot of brands have internal racing divisions (example, Ford has both Ford Performance and Ford WRC) and you also have independent teams that may build their own car or use a factory race car (example, Hoonigan Racing used both Fords build by Ford and by third parties)
If I had to guess the assess performance button is just going to rerun the tests they do to get the number, so if you change something like setup options, or parts you click that to run it again. Similar to how GT7 has to calculate PP for every setup/part change, and the reason it isnt automatic here is to let you make multiple changes at once without it trying to run between every change
I'm betting you can test custom built configs, which is pretty cool. I'll be able to test my 1000 horsepower sleeper Wendover.
Since there is a Teaser Thrusday, that could mean the update could come between tomorrow and next week. (I have spring break next week )
im gonna guess that the update is near and that the creator program has been distributed already my guess of the specific date is wednesday the 26th of march
