I am not using a mod that changes the West Coast map.
I already have tried verifying game files, deleting the level and verifying files, reinstalling the game.. it didn't help.

 

Clear cache in deep mode. Even if you didn't installed a mod that describes itself as a West Coast modification, it may be a map that uses the West Coast assets and break those. If you uninstall the game, it keeps the cache folder on your PC anyway, so clear it and it'll probably repair the map.
