he so uh i was messing around with the environment settings and some hoe made my game look like a bad apple intro unfortunately i didnt get a picture of the game or setting so idk if you know what might have caused it or if its a me thing and also i cant load into any maps at the moment

Can you start the game at all? If yes, could you send me a debug package from the settings window? Noted, thanks for the report! HQ motion blur depends on your FPS to a degree. It takes multiple screenshots and averages them together. If the change in distance between the screenshots is too large, this happens. I have added GPU based frame averaging to combat this.

Not sure if this is an issue for others but my game reloads the graphics every time i open the options menu - using vulkan vr on an all amd system with their top end components and a pimax PCVR/wired to gpu vr heaset. i just wanted to use it to decrease visible distance on levels that it had it cranked way too far on and also to be able to up lod bias because in vr they seem to drop it so much it makes object textures not load in in detail til you're close which is fine for low end pc's - i built this pc to handle all beam can throw at it since its far more enjoyable than assetto.
Could you send me your profile and a screenshot of your settings in the game's menu, so that I can try and recreate this?
