slope smooth tool is broken

So I've made two other posts in different areas in the forum and still have not found a solution. In the world editor the slope smooth tool lowers the height of the terrain you apply it too. The tool worked till the second last experimental version (can't remember the exact version). Hopefully a Dev sees this because it has become nearly impossible to make good roads now.

Video please? From my end the slope smooth tool works as intended; to smooth the selected area of terrain with the slope the circle/box select is over.
