    Yes it can
At the time BeamNG use only one core of your CPU and 4.3ghz are really not bad :p
The Amd HD7900 can run BeamNG with no problems.
But in my opinion i would try the techdemo :D

This isn't entirely true. BeamNG uses one thread per vehicle, so if you have 3 vehicles, you will have three threads, each on it's own core. You should be able to run 3, maybe 4 vehicles without slowdowns.

Although because of the shared nature of the AMD architecture, I'd only guarantee it to 2 vehicles. Although things like covets and pigeons with 4.3ghz, even AMD lesser performing 4.3ghz it should chew through, 4 or more of those should be no problem.

Of course I forgot to say I'm running Windows 10 Home 64-Bit, and I'm saving up to get a GPU:

It's a NVIDIA GeForce 730. I was hoping to upgrade the CPU to a Intel Core 2 Quad processor (Wolfdale core) and maybe get a WD Black 1TB 3.5" Hard drive. But the processor is expensive! I don't know if I can get it; I'm working on a $230 budget. I tried the techdemo and got from 2-6 FPS. I'm hoping after these upgrades I will get at least 25+ FPS. I will also need a 500W power supply, which I haven't found yet. Maybe 450W.

With a GT 730 and a C2Q you can expect around 24 FPS, lowest settings. Can't really expect any more than that.

Save up, and get a good computer. Bring that budget to $400 and get a used i5 and an R9 270. That'll run 40FPS on normal settings and at lowest settings 60FPS.

Holy crap did I not know what I was doing. A GT 730? Really, past me?
Anyway now I have a quad core i5 and a GTX 950 but somehow kinda mediocre performance, 15-20 fps with the settings up. Soon I'l get a 4790K or something like that
