So, the game runs like ass on both my desktop and my laptop (Intel Pentium G3258, 8GBs of RAM, integrated graphics, and Intel Core i3-3227U, 6GBs of RAM, integrated graphics; respectively), but, I bought an Asus Transformerbook T100TAM at my college bookstore, and the game runs on it fantastically at low settings, it stays above 30FPS, while on the other two PC's it stays around 25FPS. Any insight?

    Integrated Graphics. That's why.

It doesn't even meet the minimum requirements, thus it runs poorly. Can't blame the game, I don't know of any other games that run smooth on integrated graphics

Yes, you are correct. Although Intel's built in graphics aren't bad, they were never intended for gaming. The reason for the FPS boost on the new device is probably down to an SSD and possibly better in-built graphics on the new Intel CPU.
