Ever since the 4.3.0 update the game has been almost unplayable I can use the D15 and the FWD GTI looking van thing. If I try to use the sunburst or the twin turbo my fps drops to 30 take note this is on the test map. Before this I was able to get 60fps+

    PC Specs:

    A10-7700K
    8GB DDR3 2400mhz
    GT 730

Why can I run bf4 at 720p but can not play this at 1080p lowest settings.

Sorry for the terrible sentences 7:30 am and been up 24hrs...

Load 'Gridmap' and don't change or move the camera/vehicle.
Go to options > gameplay > enable 'advanced mode'
In the side menu, some new buttons should appear.
One of them, near the bottom, should say 'Performance'. Press it and let the graphs fill up.
Then press ALT+O and post a link to the image here.

I think your problem is the combination of CPU and GPU. My Dell Optiplex 990 SFF (which I use for media) has an i5 2400 and an R7 240 2GB.
It achieved around 45 and 55 fps on the lowest settings with one vehicle (using BeamNG 4.0.X, not the latest version). The GT 730 and R7 240 are quite similar in performance, and the i5 is slightly faster than the A10.
I find it strange that you state that the game ran on 60+ fps.

You can rollback to an older version of the game via Steam (the last DX10 version I suppose).

A GT730 is not a gaming card at all, very low end. The CPU you have is on the lower end too.

I'd recommend a GTX 750 TI as a basic entry level gaming card. Get them used for like $110

MSI GTX 660 OC is minimal GPU to play many games also in BeamNG i have 35 FPS+ in ECA at all HIGH, in 2048x1152 resolution. 8GB RAM DDR3 1600 MHz is good for me. CPU i5 3470S works good with 5 pickups. In others games (GTA V, Star Wars: Battlefront, Battlefield 4) i can play at Ultra/Very High in 2048x1152 resolution. I'm using Windows 10 Pro, also on other disk i have Mac OS X Yosemite. My PC in signature is minimal for gaming.

Edit: Small compare You GPU to my GPU http://gpuboss.com/gpus/MSI-GeForce-GTX-660-OC-vs-GeForce-GT-730

I'm always on the highest settings (cuz I can) but strangely skidmarks and smoke bring my 980 on its "knees".

It's been like that since the "improved smoke" thing in a previous update. Really strange...

Well Beamng is not "every other game" it requires a fairly high end rig compared to most other games, and your PC simply isn't powerful enough to run it well.

But you don't know what is the numbers in NVIDIA GPU's. First for example 9xx is a generation/version. Second and third is a series x60. You GPU is low end. Look at this http://gpuboss.com/gpus/MSI-GeForce-GTX-660-OC-vs-GeForce-GT-730.
Yes you can play Portal 2 or other Source Engine games at 60 FPS. I can play Portal 2 on my NVIDIA 310m at ultra in 120 FPS.
