Low FPS every few seconds

    Anything over 80 is risking damage to your PC and is also in the thermal throttle region. Your PC is overheating, that is your problem

    All I can suggest is to invest in some new fans and then blowing all the dust out your computer as fast as you can because it sounds like a colossal dust build up...

    New fans on a laptop? It'll only be a direct replacement.

    try bringing your laptop into a cooler room and see if that helps anything because it had helped my when i was using my laptop.

    Also look out for the surface your laptop is on. It's better to put it on a table.

    There is a problem with the game right now... the Devs are working on it.

    that's not his problem. The temperatures he's quoted are well above thermal limits for his parts so they will be underclocking themselves to prevent further overheating
