Very Bad FPS

Hello, I have been getting very bad FPS with all my settings on lowest and I have looked at other forum posts and the FAQ and nothing seems to improve it, I get usually 23 FPS with one car on a normal map like Industrial site or Dry Rock Island. Everything is on lowest and the SSAO was disabled like the FAQ said to try and it was in windowed mode no where near fullscreen. With two cars I usually get about 14 FPS or so, and if I add anymore cars it just goes down from there. When I press J my FPS goes from around 105-130 FPS. Also here are my system specs, is there anything else to try or can my computer just not handle it?

Your "very bad" fps isn't that bad
My current FPS is 2-6, while I can play just fine.

 

Sounds more than playable.

Wow so everyone's FPS isn't that good? And there is no way of fixing it? Wow that sucks for us lol.
