Like said above, sometimes OCing won't void your warranty. But if it does, I stand by the R9 380(x). If you want ungodly power (for 1080p) than the R9 390(x) is the way to go. But check your warranty first.
Just checked for mine the waranty is still active thank god! (found it out when i asked the support from Sapphire) so i dont need a new card!
I need help. In-case if you don't get it, I had to install Windows 7 Ultimate Because Windows 10 lagged on me. And I need space for the BeamNG.drive Folder (In My Documents) To Import to Windows 7, But i don't want to format my Windows 10 Hard Drive Because My BeamNG.drive folder contains some mods/skins/maps that was here on the BeamNG Fourms but taken down. (Example: Tom999 GM Police Skins,Generic City) --- Post updated --- I had to. There was no other way or choice. Also my windows 7 and 10 are gone because I had to go on CMD, and type diskpart /clear.
I don't seem to understand your problem though. Why did you have both OS's? Why not just use 7 since it ran better for you? Your situation didn't make any sense.

So i got a new computer a metabox n150rd and it comes with a gtx 960m 2gb even though it says 4gb in a scan... and i have 8 gigs of ram and an i7 6700hq and with every thing maxed aa off and dr off i get 32fps but i have seen posts about people with the same graphics card getting better peformance. Any tips?
I see that, but why did you dual-boot in the first place? Why not just back up what's important to an external hard drive or thumb drive and revert back from 10? It still makes no sense. Above is my current configuration, I highly recommend it. Sure, there's some bios things you have do do and whatnot to select the proper boot drive, but everything else is smooth sailing from there. After an OS installation, I can have everything up and running in 15 minutes, as everything is on its own, dedicated drive. You don't need more than one Windows OS on you computer. I can understand dual-booting Windows and Linux (hell, I've done it before), but your current set up makes no sense.
You have a laptop, and therefor your hardware is throttled (hence the -M and -HQ). The people who got 60 fps with a 960 have a desktop PC.
Scored a new laptop. Well, not exactly new, if anything it's the antithesis of new. Inspiron 640m, from circa 2006, and completely abused and dilapidated: hinge broken, overheating, without a hard drive and covered in a layer of human slime. Took it completely apart, upgraded the RAM from 512MB to 2GB, cleaned throughly, rebuilt hinges, replaced thermal paste, removed the fur coat from fan grills and put it all back together to look like new. Anyways, it's actually a nice little machine. With quadruple the RAM from stock and a Core 2 Duo T5500 from whatever Centrino from stock, it's fairly fast, but above all, the entire computer is insanely robust. Along the lines of Nokia 3310; solid chassis covered in flexible plastic. I really enjoy this thing, in fact I'm typing from it now, although running from a Linux live USB as I have yet to acquire a HDD. But it's still ten years old, and it just isn't up to streaming Youtube videos. It's pretty stuttery playing at 720p and 360p is pretty awful nowadays. Thus, I've considered getting a T7600; it's a solid gigahert faster and approximately 50% faster than the T5500 in it right now. It has the same socket (Socket M), same TDP (35W), same architecture (Merom), same number of cores (2), and same family (T-series). It's crazy cheap even from Amazon, think around $40. I'm about to go forth and purchase. I'm fairly certain it will work, but anyone else (@BlueScreen ? @SixSixSevenSeven ?) want to object?

About the YouTube streaming issues, I don't think installing a faster CPU will help you much, the problem probably lies with the graphics, the intel 950 GPU chip I assume, just not up to the task anymore, you also have to consider is it worth spending a extra $40 on a old laptop? Take it from me, you'll never get your moneys worth investing money into a old laptop. Been there, done that.
Ahh, but as far as I know, YouTube will decode the video using whatever hardware is available; mostly the CPU if the GPU isn't up for the task. Another thing to consider is that since streaming completely occupies the CPU, the rest of the computer is basically locked up until the stream is paused. If I leave the mouse perfectly still and run no background tasks, the playback is almost real-time, move the mouse at all and it starts stuttering. I'm willing to spend forty bucks on a device that I plan to use as a Chromebook for work, especially considering the screen is higher res and the thing is more durable than 300 bucks worth of Chromebook. It's a great device, old or not. Anyway, do you think the machine would accept the new processor without issue?
Huh, didn't know youtube did that, you got me there. The CPU compatibility all comes down to the chipset, Assuming your laptop has the Intel 945M chipset a T7600 would be the best you could cram into it. tl;dr : I found an old laptop, it has a socket M with a Core 2 duo t5500. I am considering an upgrade to t7600; same socket, same tdp, same architechture, etc. Basically a higher tier of the same family. I was wondering if it'd work, methinks it should, but doublechecking with smart people before ordering.
I'll be damned. I tried to throw more ram into the IBM sleeper, and I zapped her. That sucks, it's been such a long time since I zapped a piece of hardware. Last thing I killed was an Nvidia FX5800, poor thing. Oh well, I guess I'll gut the case. Surely the case is still worth something, the PSU still works too. RIP in pieces Socket 7 Biostar board, you will sort of almost be missed. I dunno, I have no idea if it even worked in the first place. Time to try again with something a little newer, perhaps. The PB Legend died because Packard Bell, so it along with it's tower-style twin will be recycled, along with the innards of the IBM sleeper. There's a Core 2 era HP tower I'm thinking of taking, and I think giving 3 computers and taking one is a fair trade in all honesty.
