Will it include handling statistics as well? For example, max lateral Gs, braking distances (100kmh-0, etc), ride height, downforce, etc. From there, can performance class be automatically calculated?

I think there will be too many variables to do that automatically. The different suspensions, tires, tire size, vehicle weight, ABS, TCS, steering setup will all be a factor. That's what I love about the game, there is no arbitrary "Handling" stat as the vehicle instead acts as a sum of the parts, and it's up to you to find out the limits.
The Forza series games get away with this by briefly simulating the car actually driving on various tracks designed to give it a performance number. I'm sure something similar is already happening here with the acceleration stats.
Yeah the way Forza does it pretty well. Any time you change any tuning option it runs the numbers and gives accel/decel times and top speed. Not sure about how exactly the handling itself comes into the performance index, but the tuning options are cool.
I had an idea about performance classes, when trying to give accurate classes on my cars i did a lap in Hirochi Raceway with an example car from any class. I noticed that every class from the first to the nineth did the lap 5 seconds faster than the previous class, from the over 2 minutes of the pigeon to 1:25 of the sunburst sport RS. Then i tried the bolide 390 gtr for class 10 and the SBR4 S2 for class 12, the bolide was slower than class 9 cars and the SBR4 was faster, but with a small 1 minute and a half gap. That may be the circuit or the fact that i used a controller and not the steering wheeel. Btw this means the game has already some sort of criteria, specs may improve the scheme and level things up. I hope the specs would be fully automatic,i don't want to change 300 cars specs
