Since I have no experience with the CryEngine, I'm wondering if it is possible to have small things like stuff hanging from the mirror or a CB mic's wire bouncing around.

I have a concept, but it would seem more relevant in ROR.
Like for the CB mic, a beam going from the CB to the mic, with a number of hinged triangles on it, that the top points connect to the flexmesh of the mic's wire, and wiggles as the vehicle bounces.

Or could that just be animated?

That probably wouldn't be too challenging to do. Basically you can do that in 8 nodes (in RoR) including the mounts on the dash and contact areas so her dress or skirt wouldn't flip up and you see the gift underneath.
