How to make a group?

I can't seem to figure out how to make a group on the forums. Help, anyone?

you cant, everyone was making useless groups so the devs made people unable to do it.

I wonder how long that is going to last. Huh. Basically groups are broken by now and nobody seems to fix the problems here in a great way. Still waiting for the approval thing to work again.

I heard you have to PM an admin if you want to make one, if I read the thread correctly.
