I recovered over 5 gigs of old mods that I downloaded back in 2014 I want to reupload some of them but they aren't mine the thing is these mods are so old and idk if it really matters but I didn't want to just post them and then get in trouble
I just want to upload a few and see if anyone is interested in messing around with them trying to fix them and also maybe preserve some of these from being lost forever

Ask the authors before uploading. If they say yes, go ahead, but if they say no or went inactive, then better dont do it.

Maybe put a list of which mods you have (or a screenshot of all the files with their names) on here and people can help you try to figure out what each one is

He knows, as far as I understand he wants to find original authors, ask for permission and, if agreed, upload the mods to the repository while crediting them. Quite noble if you ask me.
    --- Post updated ---
Bell407 is a plane, it's still on forums, ready to download, but it's outdated.
capri is Ford Capri race edition, I'm pretty sure it's on mods repository, not sure if working though.
cessna is also a plane, it should be under Vehicles > Air forum, alongside Bell407
dsckiwi is an Ibishu Pigeon with V8 on the back, I think it got broken really quick, but I remember I got it from here, so there should be a forum about it.
Flipramp is the ramp for backflips, I'm quite sure it's still on mods repository.
FordCrownVic is dead, but forum thread is still there, sure of it.
ke17 and ke17v0.9.1 is Toyota Corolla mod, it's on forums, nice and healthy.
pickup 6wd should be around here. I remember I had some difficulties finding it in order to update, I had to google it.
propane tank should be still in forums, at props. It blows up very nice (or at least it did).

That's what I know by heart. You also have to consider the fact that if the mod contains some trademarks and/or logos from real world (Corolla, Crown Vic, or Silverado, Subarus, and Evos) it can't be uploaded to the mods repository, because it's somewhat official and cannot violate the law (I think. Basically if someone uploaded the cars with logos devs or the modder (not sure) could be sued). So you got to search on forums as well. Also, my great tip is to enter the name of the mod you see while selecting it in game instead of copy pasting title from rar/zip folder. If you use copy pasted folder title you will find absolutely nothing since folder names sometimes have hardly any correlation with the mod: ke17v0.9.1 is Toyota Corolla.
