Game Freezes on Pause

I was playing the game last night and wanted to do a cop chase, so I spawned 3 cop cars to chase my vehicle, so I paused the game and set each cop car to chase me, but when I unpause it it like freezes, whilst you can still press ESC to bring up the main menu, you need to restart the game to drive again as loading up a new map doesn't work.
1) First, I used mods and this is how I found this out
2) Second, I disabled the vehicle mods, still freezes
3) Third, disabled vehicle and map mods, still freezes

So, if I would take a guess, its either the "betterpolicelights" mod or the "two-tones" mod that is causing this to happen as I never had this problem until yesterday. Going to remove those mods to see if I still have the issue, if I don't respond, then I have sorted it.

 

Could be your PC, beam likes to crash with multiple cars, especially if the PC isn't the best.

 

I have just checked and it still freezes up even after removing "betterpolicelights" and "two-tones"
Edit: I have used one car just now, paused it and it froze

I have a 32GB RAM and a Titan Graphics Card on my PC, the game runs without issues unless its paused, so I know that isn't a PC problem, in fact, I had an AI flee from me and I chased it down for over 30 mins last night before I decided to play another game with no problems

Oooh... I've knuckled the problem... it wasn't even a mod... its the controller... I can press J to Pause / Unpause just fine, I can press J to Pause and use Controller to Unpause fine also, but when I Pause / Unpause with controller, it freezes up. (This is all with controller connected)
