Federal Communications Council, as far as I remember.
Net neutrality means that ISPs can't charge you extra for certain websites, or charge certain websites more for "fast lanes"
You know when you pay for water, they can't charge you extra if you do something with it. They can't charge you extra because you used it to water your flowers, for example.
It would be ridiculous if that's how they charged you.
Same with Internet. ISPs can't charge you on how you used your internet, whether you used it to watch porn or you used it to play online games.
But that is coming to an end. ISPs will be able to charge you more for exactly what you did, for example to watch more than 2+ hours of Netflix per month, you will have to buy a Netflix package, for only 59.99 a month!
The only people that removing net neutrality helps are big ISPs.
It varies by country by the way

So... For what I understood, rich people will "win". As always.
ISPs will sell internet connection like this:
"Hey you! Yes, you, little human! Do you want an internet connection? We offer you a fantastic and with little prices internet connection! Check those prices!
    • 10mb/s at 5 $/month
    • 20mb/s at 10 $/month
    • 50mb/s at 20 $/month
Nice prices eh? But wait! If you want to use Netflix 30mins/day there is a 19,99 $/month charge and if you want to use YouTube 1hr/day there is a 14,99 $/month charge. If you want to use another site (except from the websites we own that are: wannawatch.pay.me and bookface.sp.end) your internet connection will be slowed down.
    B-U-Y N-O-W!"
    I think this will happen...

If Net Neutrality goes down, there won't be ANY VPNs usable in the US, nor can any US-based sites/VPNs/File servers be usable from outside the US. (Well, they could be usable, but they will be unbelievably slow.)
