While cars can be demolished, the paint is never affected. It would be awesome if it could be scratched, revealing base coats and raw materials.

Been suggested several times. I dont think the game allows for a progressive transparecy of a skin over the car, and paint scratched would require to be in specific places, which would be pretty hard to implement.
You dont just add another difficult thing to add just because "they already implemented another different difficult thing to add". They are very different things. Having paint scratches integrated would be REALLY hard and it would be just a very small detail that would be at best just visual.
Its not a bad replacement, but i assume that the point about asking for paint scratches was that they were dynamic.
I don't think it'd be possible to implement until we get vehicle skins that can change in real time. Currently the car has to reload if you change colours at all.

As a texture? its easy. Dynamic texture? that wouldn't be so simple. Easiest way possible would be to have another layer of jbeam so that if there's a slight damage that its not big enough to put a dent it would scratch paint off but it still wouldn't be easy.
Is possible, but it would be insanly hard, on the old full size mod the pain chips of on some configs but it does not really look the best
But they're also meant to not look cartoon-ish and predetermined. The game focuses on making it as close to the real thing as possible, and if a game can make anything look realistic, I'd say it's pretty.
