If i simply took one mod and put it together with another mod and upload it (giving credit to the people who made the mods) would that be allowed?

 

I think...yes But you need to ask the authors

Something else to add, it might be an idea to ask the authors permission to do it before you do it, I think a few got annoyed when someone asked for permission to combine 2 mods having already combined the mods.

But if you ask and they say yes, sure. I'm pretty sure most will give permission anyway.
