I think you should only give it to select, trustable people, somewhat for testing it, and maybe after a while, you could publicly release it, with Jeff's permission. That's probably the best compromise I'd think...
can you put the ibishu 5 lug alloy rims to the base config? i'ts pretty better than the hubcaps for this car
Yeeeah, I don't think Jeff would be happy if this got on a Russian mod site...I think a very private (Dms only) release would be the safest... As I can see, everyone would just want this mod to play with it...

To counter what the children here are saying, I don't think you should release it. Trust is important, releasing it because he got banned is still going back on your promise to not release anything without his permission. I don't know if you've tried contacting the devs to see if you can get in touch with Jeff some other way, or if you have any idea of what his Steam profile was called, but I would try to make a serious effort to get in touch. Otherwise, unless you hear from him, you shouldn't release it.
