Maybe it could be a friend of Falcon, Hunter, and I forget the other guy's name, it seems as if a ramp is coming down from the back of the trailer, as I don't think normal trailer doors look like that. Could be wrong though
I dont think that is Sweeper because : 1. Trailer is different 2. He doesnt belong to Falcon and Hunter.
It's definitely safe to say this isn't Sweeper, if he got cornered by anyone, knowing him, he'd just run them all over (plus, as @MortonX said, different trailer, blue, and @FireStriker said how it was a day cab where Sweeper always had a sleeper cab)
Maybe that means the captured Hellhound or someone else and put them in the trailer like how Sweeper did with Andy.
Then that brings up the question, how do they know Hellhound is in a viper ACR now? (Plus how do the police already know?)

Yeah there is that, but at the time the viper was red with no aero parts, now it's white with a black and red stripe and a splitter and spoiler, unless they got his plate number, then he's fucced
