Your build list there has a fatal error in it. AMD Athlon X4 740 in FM2 packaging, yet an intel LGA1155 motherboard....
Good idea doing a test build! I did my first build for real and had a DOA RAM problem that caused me 2 weeks of pain before I figured it out (d'oh)! Apart from the motherboard/cpu issue raised above, my advice would be not to skimp on the PSU - get a good brand with more wattage than you need for stability's sake.
Get my PC, in the sig. Around $700 and can handle every game I have thrown at it with more than 45 FPS. People say that I should have gotten an FX-6300, but it was a set of parts.

That's a pretty rockin' rig for the early 2000s. XP would be great on it. If you're going to build a rig in the future, post it here first. Or post a budget when the time comes and what you want to use it for. Then you don't know linux.
Yet you think android would work? Clearly you dont know considering the linux kernel can run from under 4mb of RAM on sub 100MHz CPU's. Sure he won't run ubuntu, but ubuntu is incredibly bloated, his system will run the kernel itself just fine, puppy or arch would be well within its limitations. If it cant run linux then it wouldnt run android either with android being a rather bloated linux system.... Actually, heres your proof: http://www.raspberrypi.org/ 700MHz ARM11 (ARMv6 hard float instruction set) with 512mb of RAM. Runs debian with LDXE desktop just spiffingly. I ran mine headless though. The model A variant drops that to 256mb of RAM. The ARM11 core at 1ghz is often compared to a P4 at 200MHz. So the pi is effectively a much lower specced system than the OP's system yet runs linux just fine, can do OpenCV and web hosting without issue. I used mine for a robot, playing quake 3, playing DOOM and learning C.

Either that or someone unaware of the difference between a very highly bloated linux distro such as linux and a nice efficient barebones install such as Puppy, Knoppix or a custom buildroot setup. I've also booted uClinux (modified linux kernel with a software MMU) on a nintendo DS which is far far lower performance than the OP's machine and partially crippled with lack of RAM and having to software emulate a heavily used piece of hardware (seriously, the MMU is one of the most frequently utilised pieces of hardware in a modern computer). Heard of the intel galileo? 400MHz intel pentium, boots linux. I've used linux running on a gumsticks overo fire. Linux first released on machines with less than 4mb of RAM.
