Looks completely professional to me. All of the download requests are approved by the modder himself. Lots of people have downloaded it already, and so far it appears to be completely safe.
The modder does this so that only trustworthy people will be allowed to have the mod. Its a good idea, if you ask me. --- Post updated --- This guy is a perfect example. It also prevents the mod from being re-uploaded to Russian pirate websites.
and praise the lord for that, because making you sign up for a separate website for a mod is the most pretentious shit i've seen here so far

I just thought of something why don't you create a low texture version sorta like VR city with simple colors ex: water=blue road=gray I have a very bad comp set up so this is my request.
