Give a Support ID, checking the logs may be interesting: https://wiki.beamng.com/Support#A_developer_asked_for_a_Support_ID Then try deleting only that fileand check again. If persists, move out all your mods and check again.
Well, one thing is, you're still on 0.13.0.2, the latest version is 0.13.0.3. Try restarting steam, and see if an update for BeamNG pops up, that might fix it.
I do fresh installations every update - essentially because I hate Steam with a vengeance, so I usually download the game anew and then move the game files out of the Steam folder in order to launch the game directly. Delete db.json every time, wipe off old cache folders... I never installed the Winter Mod either, so I honestly don't know... Will do. Meanwhile, thanks a lot for the help!

Found out that it was caused by left over files in ui/modules/mainmenu/drive/videos/ verifying integrity or deleting these files manually should fix the issue

I did a clean install for 0.13 though. And I never saw those background videos before, not even in Winter...
Yes that's true. These files are only there because of the way I update the game(I download the zip file from humble bundle an then just extract it in the game directory) It usually doesn't cause any issues since updates rarely remove stuff and old files are simply replaced by new ones. Unfortunately I only realized this after writing here about an issue that is completely my fault, since the game is only doing what it is supposed to do - loading files from it's directory.Sorry for wasting your time(atleast this might help other people who don't play the game through steam)
Has the "warbling" when using sirens or horns at high speeds been noted? It's still around in 0.13.0.3
Bug report FFB menu is bit bugged, when I click slider control, all of sudden it scrolls back to top, kinda annoying. On video I try to change slow strength slider, first click works, rest cause scrolling to top kind of thing. Another is something which probably is not happening for many. When you subscribe to mod at ingame repo, download starts and if you then close the game from red X (windowed mode) while download is in progress, download is not being cancelled, BeamNG process is left running for as long until download is complete (best tested with big download like a map). Yeah, I am not supposed to use it that way, but users can always find most amusing ways to have a problem Technically functionality is of course sound, but I guess it might be better to cancel download if program is closed as it can be long time until download is completed and user is closing game, but I guess finishing task as it currently is, could be wanted behavior too, just something bit unusual, so I though I mention about it as probably not many can manage to do that test even by accident.
i don't know if it has been reported, but instrument panel lights are sticky, for example if i break the engine and the check engine light comes on, it won't go off when the car is recovered.
