Very unlikely as Microsoft gets little money at all from hardware sales leaving them with very little motivation to do that.
A huge ad campaign focusing on the Surface? I think not. Also, computer manufacturers have to purchase liscences of windows.
The fee is insignificantly small, amounting to fewer than 10 dollars in many cases. The surface is a premium device. Why would I buy one over a new XPS for less money?
Have a dual boot Win 7 and Win 10. Really not a fan of Windows 10 or the Windows Store... I can't get my self to convert to 10 and honestly boot to the Win7 far more often now then Win 10 with all it's annoying elements which it everyone seems to have mentioned... autoupdates... privacy... and so forth.
