Yes, it is a rebranded Beetle (well, not rebranded in terms of the manufacturer, but the model name).

 

Is it for a different market? That is usually where that kind of rebranding happens.

 

In some markets, the Beetle name is simply translated into a local language. Maggiolino is a version for Italy.

Though I prefer its secondary name: Shuanghuan Bubble

The Wikipedia article about the Noble refers to a 17.1 second 0-62 time as a "sprint" up to its 88MPH top speed.
