How to submit a review in the mod repository?

Probably a dumb question, but I just can not find anything in regards to submitting any reviews in the repository. No buttons, no prompt, not in game or any threads were posted asking how. Am I just blind or is there something else going on?

 

You start by going to this page, then find mod you want to review, click how many stars you want to give and it pops up with a box to type in your review:
