I have 7-8 fps on WCUSA, on Italy ~30 fps, and on other maps, like Utah, I get ~60 fps. Is there any reason that these difference appear?

Take screenshots of the PERFORMANCE graph on each of those maps.
It's in the side menu, and you must have 'Advanced Functions' enabled in the Options.
Make sure the graphs are big enough to be read (you can resize the graph window)

    OFC disable all mods.

I'm not sure if that CPU meets minimum requirements, it is similar in performance as 1st gen Core i3 530. While minimum CPU on Steam page mentions desktop i3, I'm not all too sure that 1st gen i3 counts as it's performance is very low for gaming use.

That might be at least part of the reason why fps on heavier maps suffers.

Still, West Coast should run better than Italy, it does not make sense that West Coast runs only few fps. Maybe those graphs can help to bring some light to why West Coast performance is so much less than what to except.

30fps on Italy is quite close correct I believe as it is bigger and much more detailed than other maps.

After closing the performance tab I got around 50 fps.

    WCUSA FPS
    area 1 ('good' fps)

area 2 (laggy area downtown, I have no idea why it lags there..)

    Italy

after closing I gained 10 fps

    Save mode, cleared cache.

Looks like your GPU is causing WCUSA to lag, but I don't know why it does that, your GPU should be similar to 1050 non ti in performance level and it should do better, like it does in italy.

If you change graphics to low, how much that helps at WCUSA?

Would like to try different GPU driver version, but then again why issue would happen only in one map and not all? Still it reminds bit of Bob Blunderton's issue, where some maps get super low FPS and he has AMD RX480 card, so maybe some shader or transparent thing is not working with AMD cards / drivers in 0.16.

Good work sharing the performance graphs. If you're running Windows 10 there is some additional info you could gather. Please use the Task Manager's Performance tab, click on the small GPU graph/button on the left, and then grab screenshots of what it shows in the same 4 situations. It would look something like this:
