Considering there are 5 variants of the GT 7xx series, and they all suck, I'd say you can't run the game at playable levels. I had a GT 720m (laptop GPU) that struggled to play the game at 1366x768 at lowest settings at 25 fps, I doubt the desktop ones are better...
They probably are, but not much better. Since the game only requires a 670, a 760 or something like that should be fine, but a gt 7000 series is about as shitty as you can get

The GT cards are NOT suited for gaming (GT 1030 included), but for office work/light 2D gaming, so don't buy them to expect GTX card performance.

Why would he need a 650w psu for a freaking rx 570 --- Post updated --- If you're okay with refurb parts, then check evga's midweek madness on wednesday. You can probably find a 1060 6gb for around 140-150$
just in case his power supply is not good enough because if he only has an i3 with an hd 5450 its probably a prebuilt with a low power psu
