There's nothing stopping you from adding Ice. I've done it myself. As for snow with particles and depth, wait for Race update, it's in there.
Just add an ice texture and make it have the mud properties without the particles so it slides on the surface.
Painting with a ground material named "Ice" should work, no need to fake it with mud. See lua\groundmodel.lua for the available ground types.

Why would he get in trouble, this is something that should of been in a dev blog, for some reason it's like the devs don't feel like little details like this are important to tell the community about.

Never It was me who begged the devs to add it, Ice has always worked, but snow with depth wasn't possible without the updated groundmodel.lua, which I endlessly begged to get.
Wait, couldn't they simulate snow with depth by changing the mud textures and "nerfing" the mud physics?
It would be cool if some map would have a lake with "real" ice layer. Then if it gets smashed too hard/much, it would break under you and the car + other stuff could just sink into the lake. And, the ice would break if you drive too heavy car on it. Because some people really do drive a car on real lake at winter when the ice is thick enough. :3
