I need help with editing a mod

I got this mod from a russian site, its basically a monster truck d series long bed, id love to somehow get the wheels to be universal as they have an amazing design and great textures, the long bed i would love to somehow make an addon piece for the d series, i have no idea who the original author was and im.not taking credit for the truck at all but as for it being a russian mod it has no suspension travel at all, the wheels clip through the springs, the motor says it has 1200 hp but sounds like a 4 cylinder and i cant change any parts on it, id love to send the file to a mod creator so they could make the parts useable or even if you just want to see if you can mess with it let me know.

And would i be able to use the parts from the truck? I havent tried making my own vehicle mods yet, iv made a few maps but never made them to the public because im still learning with that, id rather hand it off to someone who has done it before so i could basically reverse engineer what they have done to learn how to do it, my knowledge goes as far as folders in the zip folder.
