So I'm probably going to get a 9700k 8c/8t and I was wondering in 0.17 update how many cars I can run in traffic, if anyone has this cpu and can tell me how many they can run at 60 fps that would be great.

I'd imagine atleast 8 ,but this depends on what resolution and gpu you will be be using.

I'd say a good amount. With 9600k and 1070 I can run 10 cars at 45fps, 8 cars at 55fps and 6 cars at 65fps. Tested on east cost with high graphics.

From my experience on max graphics the game is happy at 1 vehicle per physical core, 1 per thread if you turn some of the demanding settings (like dynamic reflections) down.

With my 8600k (6 core 6 thread) running at 4.3 Ghz paired with a 1060 6GB I can easily run 5 ai cars on more demanding maps like Italy and WCUSA, and I can run 6-7 on less demanding maps like Utah and even ECUSA without going under 60 FPS.

Not sure if this is the most updated one, but here:

Also, it would be better to get a CPU with 8c/16t. The one you want might not perform as expected because it has the same amount of threads as cores. I don't have a Intel CPU, but instead it's a Ryzen 5 2600 with 5c/12t & I can run 7 AI cars with mine being the 8th on American Road at Normal-ish settings at 45-75fps

why are you using a cpu the same price as your gpu, you're gonna get bottlenecked in games.
