Hello! I recently changed my graphics card from gtx 560 to gtx 1060. Before I have on low settings graphics was 50-60 fps steadily. Now and on low, and on high settings graphics not more 30 fps. The CPU and GPU do not load completely. In other games everything is OK. Cache is cleaned from Documents\BeamNG.drive also tried to delete everything, reinstalling does not help. What to do? Characteristics of the PC in the screenshots. Sorry for my English.

Did you buy your graphics card from a trusted seller, (eg on sites like wish you often get lower older cards that pretend to be better), check if your card is in the best slot, cheaper motherboards sometimes have only one proper PCI slot, it's probably the highest one. Check if you have the right drivers, just download the Nvidia gforce software

I bought my video card from a reliable seller. The graphics card is in excellent condition. In GTA 5 on high settings 60 + fps, in wreckfest, too, on maximum settings graphics all well. In these games, the video card is loaded almost completely. In furmark, too, no problems and high fps. The only thing is, the video card is in PCI express 2.0, as 3.0 is not. The latest drivers are installed.

    To start:
Your hardware usage depends on what the system requires in that moment.
It's possible that you have a bottleneck somewhere else, causing both your GPU and CPU to not be needed at 100%.
Nor them being at X% usage is an indicator that you are getting the most performance out of your hardware sometimes, but it can be somewhat a hint. So take that as a grain of salt.

Why are you using a PCI 2.0 slot? While it should not cause massive differences, your card is getting less bandwidth still.

I'd check using the built-in Performance Tool to see what your hardware is doing.
Go to Options > Gameplay and turn on 'Advanced Features'
In the side menu you should see a button named 'Performance'
Click that, wait for it to fill and send a screenshot.
