How to accept TOS

when I got the steam version of the game, It linked me to the TOS and told me to accept it but there was no accept button

This happens when the game does not pick the right resolution for some reason.

Press ALT+ENTER until the game is in Windowed mode (if it isn't already).
Then simply resize the window manually, by dragging one of the corners.
When you release, the pink border should be gone, and you should be able to click the ENABLE or DISABLE buttons on that screen.
