Making a car mod usually takes around 1 - 12 months. And yes you would use blender.

So the amount of time would depend on how detailed it would be and how much time a day I spend on it.

Yes. Like for example, my ETK K series facelift mod has taken about a week. I've worked on it for about 10 hours a day for two weeks now. Normally to get to the state I'm at would be a month.

The former is true, but some mods *cough* the B1 *cough* can take way more time than that, especially when you're just starting out with modeling. As for what you need/want to use for modeling, it's up to you. Blender is the best for beginners, as it's free & has a massive community, so people would help you rather quickly. Other programs you could use when you're more advanced are: 3DS Max, Maya, Sketchup etc. If you're going with Blender, then keep in mind that in it you can only do 2/4 things required for creating a mod: modeling & texturing. The other two things are: jbeam (coding) & getting textures + glowmaps to work. For the two other things, I would recommend trying to get someone else onto your "team" to take care of that, just because they usually would have some more knowledge about that than you do (I recommend joining the Modding For Dummies (MFD) Discord channel (ask @Blijo for an invite))).. Other than that, you will need a lot of determination & motivation, as creating a vehicle model is not an easy task, especially when you're starting out with modeling; it took me over 2 years to get to where I am now :)
