The PC that you're looking at is pretty good. You are good to run BeamNG on it. My PC specs are: Intel Core i5-9400F/1TB HDD/8GB RAM/GeForce GTX 1650. Runs flawlessly.
Yeah, that looks like it can run BeamNG without any issues, though you might want to see if you can reserve any more memory for your GPU, 2 gigs seems like its a bit low, unless it has some dedicated vram that you didn't mention.
Uhhmmmm; it can, i think, because a intel hd 630 can in low. But consider using a low end dedicated gpu because integrated graphics aren't very good (by low end i mean a gtx 750 or it newer version the 1050/1650 not a gt 710!). Otherwhise you'll not get a lot of fps or even in the worst case the game won't be playable because of very low framerate.
If i can play BeamNG on low-medium on a Core2 Quad Q9650 3.7Ghz,Asus Radeon HD6770 1gb and 4GB of DDR3 RAM you could too.
